Some people might argue that Covington isn't a city, that it's really just a neighborhood of Kent. There's some truth in that logic. Until 1997, Covington was, in fact, an unincorporated area of Kent. Still, with a population of nearly 18,000, Covington is a city- it's just a small one. And, like a lot of small cities, it relies heavily on the local retail businesses for its survival.

The main source of income in Covington is one of the things that set it apart from other cities in the area. Most of the cities in the Seattle metropolitan area derive a lot of their income from large aerospace companies like Boeing. Covington's approach is not a bad one, though. Rather than chasing after contracts and offering tax breaks to companies like Boeing, Covington acts as the mall for other, more industrialized, cities.

It's interesting to note the parallels between the way Covington operates and the way the country has been operating for the last 50 years. Before World War II, much of America's income was derived from manufacturing and exports. After World War II, more than 80% of the country's income comes from offering services. We've become a service - based economy. Covington merely followed the example of its parent country.

Therein lays the problem with Covington's approach. In the short term, it's a great way to take advantage of the incredibly strong economy in the region. In the long term, however, it could possibly lead to deficits. After all, what's to stop these other cities from cashing in on the income potential of retail businesses?

It seems that there is a potential for this city's economy to go either way. There's a strong chance that it'll grow, which is seems to be doing. There's an equally strong chance, however, that it'll collapse at the first sign of economic instability in the Seattle Metropolitan Area.
